{"id":320,"date":"2026-06-07T20:15:59","date_gmt":"2026-06-08T03:15:59","guid":{"rendered":"https:\/\/www.treasurestateacres.com\/?p=320"},"modified":"2026-06-07T20:24:12","modified_gmt":"2026-06-08T03:24:12","slug":"5-12-2026-tsa-hoa-meeting-minutes","status":"publish","type":"post","link":"https:\/\/www.treasurestateacres.com\/?p=320","title":{"rendered":"May 12, 2026 TSA HOA Meeting Minutes"},"content":{"rendered":"\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">Meeting of Treasure State Acres Homeowners Association<br>LDS Meeting Room<br>May 12, 2026<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">Steve Shirley, HOA President, opened the meeting and introduced Jessica Makus who updated TSA residents on the current RID (Rural Improvement District road-maintenance fund.) Jessica is the Special Districts Coordinator for Lewis and Clark County. Makus stated that RID fees have not increased in more than a decade and are now inadequate due to inflationary increases in costs of goods and services that have hit us all in recent times. The county has proposed an increase to cover expected costs now and in the future.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">(In 2015, the county approved, at the HOA\u2019s request, a 50 percent increase in RID fees as there had been no increase since the RID was created. Now, according to Makus, our subdivision\u2019s RID needs an increase of about 65 percent to cover the costs of street repairs for up to 14 years. One of our current priorities is upgrading Buffalo Road, which has not been repaved since the subdivision was founded. The RID also covers such costs as snow plowing, street sweeping, weed control, and patching. Homeowners pay based on the length of street along their property, and most TSA residents now pay in the range of $150 to $200 a year into the RID fund. We will soon post on the \u201creports\u201d page of our website (<a href=\"https:\/\/www.treasurestateacres.com\/?p=313\" target=\"_blank\" rel=\"noreferrer noopener\">www.treasurestateacres.com<\/a>) the county\u2019s breakdown of road improvements needed and what they are expected to cost. The county is making several corrections to the report, and we\u2019ll post it after we get them.)<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">During the HOA meeting, a motion was made and seconded that TSA residents accept the county\u2019s proposed fee increase, and the motion passed with no objections. (The county is expected to send letters to TSA property owners soon to announce a meeting with county officials where they can voice their approval or concern about an RID increase. The meeting is expected before Sept. 1 so that the county could get any changes on the November tax records.)<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">In addition to the RID issue, Makus was asked about the storm drain problem facing the subdivision. There are a couple of recommendations for resolving the flooding problems on Buffalo Road and Cougar Drive and that area in that section of the subdivision. Makus stated that the plan proposed by Great West Engineering is the best plan, as it would capture about 64 percent of the subdivision\u2019s storm waters that sometimes flood properties, mostly in the northeast corner of the subdivision. The Great West plan would cost over $1 million, and so HOA officials considered a less expensive option proposed by Mark Petersen, a TSA resident and engineer who specializes in storm-runoff issues. His plan called for improvement of existing storm drains, primarily at Buffalo\/Wolverine; Bighorn\/Cougar; and Red Fox\/Bighorn. His plan also called for improving the drain grate at Buffalo so that it wouldn\u2019t clog as it siphoned storm water out to the interstate right-of-way during storms. Under both plans, after drain work is done, new asphalt would be laid on Buffalo.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">While county officials have expressed some concern that the revised plan wouldn\u2019t deal with storm runoff water as well as the Great West plan, Makus indicated at the HOA meeting that the county will allow us to proceed with the Peterson plan when funds are available. (Those HOA residents who served on the committee to develop the plan were Steve Shirley, Terry Atwood, Tricia Welnel, and Peterson.)<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">In other news, Kate Passage reported on plans for the September 12 community garage sale. She will post Save The Date notices on Facebook and she encouraged other TSA residents to do the same in order to spread the word as the sale date draws close.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">The Park Board, Kate and others have been contacted by non-residents of the subdivision regarding participating in the garage sale by setting up at the park. It was decided that participation in the sale by non-residents wouldn\u2019t be allowed due to a number of issues.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">The two large reusable garage-sale signs that were ordered last year will again be placed at both entrances to the subdivision. Forty homes participated in the community sale last year and the turnout was terrific.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">Larry Thomas, a member of the Treasure State Acres Park Board, reported on the new dog poop disposal stations and asked that TSA residents only use the stations for pet waste. There has been quite a bit of regular trash being deposited in the dog stations. Thomas also noted that the park board was in the process of looking for a new trustee. (You can find information on the park and the board on our website.)<br><br>There were some complaints of the damage to streets and property by TDS while installing cable. Makus was aware of the complaints and said the county is withholding permits until TDS makes repairs.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">There also was discussion of our website, which is hosted on the GoDaddy website. Steve Shirley said there was a need to revamp the website because GoDaddy software will be changing. Those at the meeting approved a motion to pay $500 to Sterling Cullen to revamp the site and have it hosted by a local provider, which should be cheaper than GoDaddy. Cullen will also manage the website after it is revamped, probably by this fall.<\/p>\n\n\n\n<p class=\"has-base-3-background-color has-background wp-block-paragraph\">The last order of business was the election of officers. Steve Shirley and Terry Atwood were re-elected as president and treasurer, respectively. Edie Witham has resigned as secretary and Kate Passage was elected to replace her. It was also suggested that the HOA search for a person to serve as vice president to be mentored for a future position as president. Shirley has agreed to serve another year but would like to turn the reins over to a successor next year.
